个人履历：
刘永才：男，1942年12月出生，吉林长春人，飞航技术专家，中国工程院院士，研究员，博士生导师，中国航天科工集团公司第三研究院科技委副主任，中国航天科工集团公司科技委顾问，享受国务院政府特殊津贴。1966年从中国人民解放军军事工程学院毕业；1966年至1985年担任中国航天科工集团第三研究院三部副组长；1985年至1992年担任中国航天科工集团第三研究院三部室副主任；1992年至1994年担任中国航天科工集团第三研究院三部部副主任；1994年至2007年担任中国航天科工集团第三研究院科技委委员；1994年至2009年担任中国航天科工集团第三研究院科技委副主任；1998年至2000年担任中国航天科工集团第三研究院科技委主任；2004年至2009年担任中国航天科工集团公司科技委常委；2009年当选为中国工程院院士。长期在科研第一线从事飞航装备的设计、试验和制造的研究工作，在系统工程、总体设计、可靠性、信息化等方面有重大成就。，获国家科技进步奖特等奖一项、一等奖两项（含首届国家级创新团队奖）、国家级有突出贡献中青年专家、全国劳动模范、全国杰出专业技术人才、中央企业优秀共产党员、中国航天事业五十周年杰出贡献奖、中国航天基金奖特别贡献奖、何梁何利基金科学与技术进步奖等。
Liu Yongcai: Male, born in December 1942, from Changchun, Jilin. He is an expert in aviation technology, an academician of the Chinese Academy of Engineering, a researcher, and a doctoral supervisor. He serves as the deputy director of the Science and Technology Committee of the Third Academy of China Aerospace Science and Industry Corporation (CASIC), and as an advisor to the CASIC Science and Technology Committee. He receives a special government allowance from the State Council. He graduated from the PLA Institute of Military Engineering in 1966. From 1966 to 1985, he served as deputy team leader of Department 3 at the Third Academy of CASIC; from 1985 to 1992, he was deputy director of Office 3 of Department 3; from 1992 to 1994, he served as deputy director of Department 3; from 1994 to 2007, he was a member of the Third Academy's Science and Technology Committee; from 1994 to 2009, he served as deputy director of the committee; from 1998 to 2000, he served as director of the committee; from 2004 to 2009, he was a standing member of the CASIC Science and Technology Committee; in 2009, he was elected as an academician of the Chinese Academy of Engineering. He has long been on the front line of scientific research, working on the design, testing, and manufacturing of aviation equipment, achieving significant accomplishments in systems engineering, overall design, reliability, and informatization. He has received numerous awards including one Special Prize and two First Prizes for National Scientific and Technological Progress (including the first National Innovation Team Award), recognition as a National Expert with Outstanding Contributions, a National Model Worker, a National Outstanding Professional and Technical Talent, an Excellent Party Member of a Central Enterprise, the Outstanding Contribution Award for the 50th Anniversary of China’s Aerospace Industry, the Special Contribution Award of the China Aerospace Foundation, and the Ho Leung Ho Lee Foundation Science and Technology Progress Award.
