中国科学院院士，中国水利水电科学研究院教授级高级工程师
个人履历：
陈祖煜：男，1943年2月出生，浙江宁波人，水利水电、土木工程专家，中国科学院院士，中国水利水电科学研究院教授级高级工程师。兼任：中国土木工程学会常务理事，中国大坝工程学会常务理事，中国土木工程学会土力学与岩土工程学会名誉理事长，水沙科学与水利水电工程国家重点实验室学术委员会主任，中国科学院力学研究所工程科学技术委员会委员。1960年在上海向明中学完成了高中学业，同年考入了清华大学；1966年毕业于清华大学水利系；毕业后，曾有十余年在水利水电的第一线从事地基处理和水库的设计、施工工作；1979年作为中国第一批访问学者赴加拿大Alberta大学进修，从师于著名的土力学专家Morgenstern教授；1981年返回祖国，在中国水利水电科学研究院工作；1991年在清华大学获博士学位；2005年当选为中国科学院院士；2013年，担任西安理工大学教授、博士生导师。长期从事边坡稳定理论和数值分析的研究工作，发展完善了以极限平衡为基础的边坡稳定分析理论，得出了边坡稳定分析上限解的微分方程以及相应的解析解，将有关理论和方法推广到三维问题的求解，使边坡三维稳定分析成为现实可行。解决了小湾、天生桥、漫湾、二滩、天荒坪等大型工程滑坡险情的工程措施并成功实施编制的边坡稳定分析软件STAB已形成一个具有141个应用单位的用户网。出版著作7部（独著1部，合著3部，参与编写专著3部）；发表论文200余篇，其中SCI收录37篇。获国家科技进步二等奖2项、三等奖1项、省部级科技进步一等奖3项、二等奖9项。人事部突出贡献的中青年专家，茅以升土力学及基础工程大奖获得者，《岩土工程学报》黄文熙讲座主讲人，《岩石力学与工程学报》陈宗基讲座主讲人。
