个人履历:
杨长风:男,1958年2月出生,湖南南县人,航天系统总体技术与工程管理专家,中国工程院院士,中国北斗卫星导航系统工程总设计师,少将,第十四届全国政协委员,兼任中国宇航学会副理事长、国防科技大学兼职教授。1978年4月至1982年2月就读于中国人民解放军国防科技大学,毕业获得学士学位;1982年至1987年就职于中国空间技术研究院;1988年7月至1990年1月任中国空间技术研究院主任设计师;1999年3月至2007年2月就职于总装备部电子信息基础部航天装备局;2001年4月至2004年6月就读于中国人民解放军国防科技大学,毕业获得博士学位;2009年任中国卫星导航系统管理办公室高级工程师;2014年10月任北斗卫星导航系统工程总设计师;2016年4月晋升为少将军衔;2021年当选为中国工程院院士;2023年1月17日,当选为中国人民政治协商会议第十四届全国委员会委员。主要从事航天系统顶层设计、复杂巨系统工程管理、卫星导航定位授时体系建设应用等研究。程参与或主持从北斗一号试验系统、北斗二号区域系统到北斗三号全球系统共三代北斗卫星导航系统的论证设计、工程建设和组织管理工作;长期从事遥感、通信、导航等多类航天系统建设推广工作,主持创建了以Ka高精度星间链路、全球异构混合星座为核心的卫星导航新体制;创建了“组织协同、技术创新、竞合统筹、质量控制、精稳运行”五位联动体系化工程管理模式,超前超额建成北斗全球系统;创建了与经济、社会深度融合的“北斗+、+北斗”新模式,构建北斗应用服务生态链。出版专著2部。研究成果获获国家科技进步一等奖1项、省部级一等奖2项,获钱学森杰出贡献奖。
Yang Changfeng: Male, born in February 1958, from Nan County, Hunan. He is an expert in overall technology and engineering management of aerospace systems, an academician of the Chinese Academy of Engineering, chief designer of the China Beidou Satellite Navigation System, a Major General, and a member of the 14th National Committee of the Chinese People's Political Consultative Conference. He also serves as the vice chairman of the China Society of Astronautics and a part-time professor at the National University of Defense Technology. From April 1978 to February 1982, he studied at the National University of Defense Technology of the PLA and graduated with a bachelor's degree; from 1982 to 1987, he worked at the China Academy of Space Technology; from July 1988 to January 1990, he served as chief designer at the China Academy of Space Technology; from March 1999 to February 2007, he worked at the Aerospace Equipment Bureau of the Electronic Information Base of the General Armament Department; from April 2001 to June 2004, he studied again at the National University of Defense Technology and obtained a doctorate; in 2009, he became a senior engineer at the China Satellite Navigation System Management Office; in October 2014, he was appointed chief designer of the Beidou Satellite Navigation System; in April 2016, he was promoted to Major General; in 2021, he was elected as an academician of the Chinese Academy of Engineering; on January 17, 2023, he was elected as a member of the 14th National Committee of the Chinese People's Political Consultative Conference. He mainly engages in research on aerospace system top-level design, complex mega-system engineering management, and satellite navigation, positioning, and timing system applications. He participated in or led the demonstration, design, engineering construction, and organizational management of three generations of the Beidou Satellite Navigation System, from Beidou-1 experimental system and Beidou-2 regional system to Beidou-3 global system; he has long been involved in promoting the construction of various aerospace systems including remote sensing, communications, and navigation, leading to the creation of a new satellite navigation system centered on Ka high-precision inter-satellite links and a global heterogeneous hybrid constellation; he developed a five-pronged systematic engineering management mode of “organizational coordination, technological innovation, competitive cooperation planning, quality control, and precise stable operation,” completing the Beidou global system ahead of schedule and beyond expectations; he created a new model of deep integration between Beidou and the economy and society, building a Beidou application service ecosystem. He has published two monographs. His research achievements have won one first prize of the National Science and Technology Progress Award and two provincial/ministry-level first prizes, and he received the Qian Xuesen Outstanding Contribution Award.
