中国通信学会副理事长兼秘书长，教授级高级工程师
个人履历：
张延川：男，教授级高级工程师，中国通信学会副理事长兼秘书长，国务院政府特殊津贴获得者，曾任工业和信息化部电信研究院副院长、四川省经济和信息化委员会副主任。兼任工业和信息化部通信科技委委员及应急通信专家咨询组副组长、国家森林防火指挥部专家组成员、工业和信息化部电信经济专家委员会委员、中国通信学会信息通信网络技术专业委员会委员、中国通信学会卫星通信委员会委员、中国工程咨询协会专家。长期从事通信行业发展、规划研究，专注于国家应急通信等研究领域，多年来承担了国务院、科技部、工业和信息化部等的近百项研究项目，为国家在行业发展、应急管理、政策制定和决策咨询等方面做出了突出贡献，曾为邮电部电信管理网专家组专家成员、国际电信联盟SG4（TMN）、SG13（IP及网络总体）、SSG（3G及后3G）中国专家代表。成果获邮电部科技进步一等奖一项、三等奖两项；信息产业部邮电科技进步二等奖一项、三等奖两项；中国工程咨询协会优秀工程咨询成果二等奖一项。
Zhang Yanchuan: Male, a professor-level senior engineer, Vice President and Secretary-General of the China Institute of Communications, recipient of the State Council Special Government Allowance. He previously served as Deputy Director of the Telecom Research Institute of the Ministry of Industry and Information Technology and Deputy Director of the Sichuan Provincial Economic and Information Technology Committee. He also serves as a member of the Ministry of Industry and Information Technology's Communication Science and Technology Committee and Deputy Leader of the Emergency Communication Expert Advisory Group, a member of the National Forest Fire Prevention Command Expert Group, a member of the Telecom Economics Expert Committee of the Ministry of Industry and Information Technology, a member of the Information and Communication Network Technology Committee of the China Institute of Communications, a member of the Satellite Communication Committee of the China Institute of Communications, and an expert of the China Engineering Consulting Association. He has long been engaged in communication industry development and planning research, focusing on national emergency communication research areas. Over the years, he has undertaken nearly a hundred research projects for the State Council, Ministry of Science and Technology, and Ministry of Industry and Information Technology, making significant contributions in industry development, emergency management, policy-making, and decision consulting. He has previously been an expert member of the Telecom Management Network Expert Group of the Ministry of Posts and Telecommunications, a Chinese expert representative for ITU SG4 (TMN), SG13 (IP and overall network), and SSG (3G and beyond 3G). His achievements have won one first prize and two third prizes for scientific and technological progress from the Ministry of Posts and Telecommunications; one second prize and two third prizes for postal and telecommunications scientific and technological progress from the Ministry of Information Industry; and a second prize for outstanding engineering consulting achievements from the China Engineering Consulting Association.
