个人履历：
付炳锋：男，1961年生，研究员级高级工程师，中国汽车工业协会常务副会长兼秘书长，世界汽车组织（OICA）主席。历任一汽汽研所轿车部副部长、一汽集团公司大连客车厂副厂长、一汽轿车股份有限公司产品开发部部长、一汽轿车股份有限公司副总经理、中国第一汽车集团公司规划部部长、中国第一汽车集团有限公司驻京总代表兼驻京办主任等职务。在一汽工作期间，付炳锋还潜心产品研究，主持完成多个自主车型的开发，先后成功主持了全新轿车产品奔腾B70、B50。同时，规划了覆盖A+级到D级轿车的产品线及自主动力总成，规划并建设了12-30万辆规模的轿车生产研发新基地。2000年主持完成了CA7202E3红旗世纪星的产品开发项目，填补了国内自主研发新车型的空白；科学制定一汽集团“十二五”“十三五”等多项战略规划，为集团推进体系建设、强化规划管控能力，提升系统整体作战能力做出了突出贡献。2019年4月，担任中国汽车工业协会常务副会长兼秘书长。2021年11月29日下午，中国汽车工业协会标准法规工作委员会汽车动力电池专业委员会成立大会暨第一次工作会议在京召开，付炳锋任专委会主任委员。曾获得国务院政府特殊津贴、中国汽车工业杰出人物、吉林省科技进步一等奖及一汽集团内等多个奖项。
Fu Bingfeng, male, born in 1961, is a researcher-level senior engineer, executive vice president and secretary general of the China Association of Automobile Manufacturers, and chairman of the World Automobile Organization (OICA). He has successively served as Deputy Director of the Car Department of FAW Automobile Research Institute, Deputy Director of Dalian Bus Plant of FAW Group Corporation, Director of Product Development Department of FAW Car Co., Ltd., Deputy General Manager of FAW Car Co., Ltd., Director of Planning Department of China FAW Group Corporation, General Representative of China FAW Group Co., Ltd. in Beijing and Director of Beijing Office. During his work at FAW, Fu Bingfeng also devoted himself to product research, presided over the development of a number of independent models, and successfully presided over the new sedan products Besturn B70 and B50. At the same time, it has planned a product line and independent powertrain covering A-class to D-class cars, and planned and built a new car production and R&D base with a scale of 12-300,000 units. In 2000, he presided over the completion of the product development project of CA7202E3 Hongqi Century Star, which filled the gap of independent research and development of new models in China; It has scientifically formulated a number of strategic plans such as the "12th Five-Year Plan" and "13th Five-Year Plan" of FAW Group, and has made outstanding contributions to promoting the construction of the system, strengthening the planning and control capabilities, and improving the overall combat capability of the system. In April 2019, he was appointed as Executive Vice President and Secretary-General of China Association of Automobile Manufacturers. On the afternoon of November 29, 2021, the inaugural meeting and the first working meeting of the Automotive Power Battery Professional Committee of the Standards and Regulations Working Committee of the China Association of Automobile Manufacturers were held in Beijing, with Fu Bingfeng as the chairman of the special committee. He has won many awards such as the special government allowance of the State Council, the outstanding figure of China's automobile industry, the first prize of Jilin Province Science and Technology Progress Award, and FAW Group.
