朱光耀：男，1953年7月生，北京市人，研究员、博士生导师，国务院原参事，财政部原副部长、中央财经领导小组办公室原副主任，第十二届全国政协委员，全球化智库（CCG）顾问、中国金融40人论坛学术顾问。1987年6月加入中国共产党，1970年7月参加工作，财政部财政科学研究所财政专业研究生毕业，获经济学硕士学位。1988年至1992年任财政部财政科学研究所学会秘书处秘书（副处长级），1992年至1993年任财政部世界银行司能源工交处副处长，1993年至1994年任财政部世界银行司农业处处长，1994年至1996年任驻世界银行中国副执行董事（其间：1995年至1996年任财政部世界银行司副司长级干部），1997年至1998年分别任财政部国债金融司副司长、国际司副司长，1998年至2001年任财政部国际司司长，2001年至2004年任驻世界银行中国执行董事，2004年至2007年2月任财政部国际司司长，2007年2月至2010年5月任财政部部长助理、党组成员。2010年5月至2016年5月任财政部副部长、党组成员。2016年5月至2018年6月任财政部副部长、党组成员、中央财经领导小组办公室副主任。2018年7月至2024年2月任国务院参事。朱光耀长期从事国际财经外交工作，曾参与中美经济对话机制建立以来历次对话的磋商和筹备工作，在国际经济金融领域具有一定影响和知名度。著有《中国对外财经合作发展脉络》《金融危机.经济安全与政府债务政策》《世界主要工业化国家财政金融政策调节机制和对华经济关系展望》等专著和有关宏观经济政策的文章几十余篇。
Zhu Guangyao: male, born in July 1953, from Beijing, researcher, doctoral supervisor, former counselor of the State Council, former vice minister of the Ministry of Finance, former deputy director of the Office of the Central Leading Group for Financial and Economic Affairs, member of the 12th National Committee of the Chinese People's Political Consultative Conference, consultant of the Center for Globalization (CCG), academic advisor of the China Finance 40 Forum. He joined the Communist Party of China in June 1987 and began working in July 1970, and graduated from the Institute of Fiscal Science of the Ministry of Finance with a master's degree in economics. From 1988 to 1992, he served as Secretary of the Secretariat of the Institute of Fiscal Science of the Ministry of Finance (at the level of Deputy Director), from 1992 to 1993, he served as the Deputy Director of the Energy Industry and Communications Division of the World Bank Department of the Ministry of Finance, from 1993 to 1994, he served as the Director of the Agriculture Division of the World Bank Department of the Ministry of Finance, and from 1994 to 1996, he served as the Deputy Executive Director of the World Bank Department in China (during which he served as a deputy director-level cadre of the World Bank Department of the Ministry of Finance from 1995 to 1996). From 1997 to 1998, he served as Deputy Director-General and Deputy Director-General of the Department of International Affairs of the Ministry of Finance, from 1998 to 2001, as Executive Director of the World Bank in China from 2001 to 2004, as Director General of the International Department of the Ministry of Finance from 2004 to February 2007, and as Assistant Minister of Finance and a member of the Party Leadership Group from February 2007 to May 2010. From May 2010 to May 2016, he served as Vice Minister of Finance and a member of the Party Leadership Group. From May 2016 to June 2018, he served as Vice Minister of Finance, a member of the Party Leadership Group and Deputy Director of the Office of the Central Leading Group for Financial and Economic Affairs. From July 2018 to February 2024, he served as Counselor of the State Council. Zhu Guangyao has been engaged in international financial diplomacy for a long time, and has participated in the consultation and preparation of all dialogues since the establishment of the China-US Economic Dialogue mechanism, and has a certain influence and popularity in the international economic and financial fields. He is the author of "The Development of China's Foreign Financial and Economic Cooperation", "Financial Crisis. He has published more than 10 articles on macroeconomic policies, such as "Economic Security and Government Debt Policy", "Fiscal and Financial Policy Adjustment Mechanism and Prospects for Economic Relations with China in the World's Major Industrialized Countries", and other monographs.
