个人履历：
张新刚：中央组织部全国组织干部学院原副院长，曾兼任中央社会主义学院、中央党校（国家行政学院》领导中心、中科院研究生院等院校客座教授。兼任：贵州组织人事干部学院、江西干部学院、陕西延安干部学院、山东济宁政德教育干部学院等20多家中组部备案的党性教育干部学院顾问。1982年8月毕业于山西师范学院政史系，并先后在灵丘中学、灵丘县委政策研究室、雁北地委讲师团、山西省委组织部和中央组织部工作。长期从事党的建设科学化、党的组织工作改革创新、党内基层民主建设、干部人事制度改革、领导班子建设和干部队伍能力建设、干部教育培训创新、学习型组织建设以及领导力和现代培训方面。主讲党建、组织工作和干部教育培训等方面课程，其中《党的基层组织建设历史与经验》《认真学习贯彻新时代党的组织路线》获评全国好课程；参与或作为主要起草人，起草《全国干部教育培训规划》《党政领导干部选拔作用工作条例》《中华人民共和国公务员法》《干部教育培训工作条例（暂行）》《全国组工干部教育培训规划》《全国组工干部学习培训大纲》等多项文件，先后主持或参与并完成国家社科基金等各类课题20余项；撰写并公开发表各类文章600多篇；担任主编或执笔人撰写并公开出版《组工干部教育培训原理与方法》《中国共产党组织工作历程》《中国共产党组织工作重要文件选编》等10多本教材、著作。

He graduated from the Department of Political History of Shanxi Normal University in August 1982 and has worked in Lingqiu Middle School, Policy Research Office of Lingqiu County Party Committee, Lecturer Group of Yanbei Prefectural Party Committee, Organization Department of Shanxi Provincial Party Committee and Organization Department of Central Committee. He has long been engaged in scientific party building, reform and innovation of the party's organizational work, grassroots democracy construction within the party, reform of the cadre personnel system, construction of leadership groups and capacity building of cadre teams, innovation in cadre education and training, construction of learning organizations, and leadership and modern training. He lectured on party building, organizational work and cadre education and training, among which "The History and Experience of the Party's Grassroots Organization Construction" and "Conscientiously Study and Implement the Party's Organizational Line in the New Era" were rated as national good courses; Participated in or served as the main drafter, drafted the "National Cadre Education and Training Plan", "Regulations on the Selection and Promotion of Party and Government Leading Cadres", "Civil Servants Law of the People's Republic of China", "Regulations on Cadre Education and Training (Provisional)", "National Organization Work Cadre Education and Training Plan", "National Organization Work Cadre Study and Training Program" and other documents, and has presided over or participated in and completed more than 20 projects such as the National Social Science Fund; He has written and published more than 600 articles. As the editor-in-chief or writer, he has written and published more than 10 textbooks and books, such as "Principles and Methods of Education and Training of Organizational Cadres", "History of the Organizational Work of the Communist Party of China", and "Selected Important Documents of the Organizational Work of the Communist Party of China".
