李鸣涛：商务部中国国际电子商务中心研究院院长，首席电子商务专家，高级工程师，国家电子商务示范城市专家委员会委员，国家电子商务标准化总体组委员，商务部国家电子商务示范基地专家委员会委员，APEC电子商务工商联盟专家委员会主任委员。担任天津市、广西省、青海省、山西省、南京市、常州市、义乌市、莆田市等多个地方的电子商务咨询专家。毕业于对外经贸大学MBA专业，长期从事电子商务和信息化领域的科研及研究工作，曾主持、参与多项国家科技攻关计划项目、科技支撑计划项目、国家软课题研究项目研究，商务部《中国电子商务报告》副主编，参与多项国家发改委、商务部等有关部委电子商务领域政策及标准制定。
