个人履历：
蔺芳忠，少将军衔，原军委总装备部驻某国联络官处副军职联络官，对外经贸大学国际贸易专业研究生。曾历任：总参装备部进口处长，总装综合计划部引进局局长，军援军贸局局长，总装备部驻某国联络官处副军职联络官，党委书记等职。1972年12至1976年12月，解放军洛阳外语学院学员；1976年12月至1979年5月，南京军区服役；1979年6月至1986年5月，在总参四部引进办工作；1986年6月至1998年4月，任总参装备部军援军贸局引进处参谋、副师职处长；1998年4月至2009年5月，任总装计划部引进局副局长、局长，军援军贸局局长；2009年5月至2012年5月，任总装驻某国联络官处副军职联络官。2010年7月，授少将军衔；2014年9月， 退休。在解放军总参谋部、总装备部机关从事对外军事装备技术合作工作35年，负责组织、承办全军武器装备、技术引进，军品出口和军援工作，长期与欧洲、美、以、俄、中东及周边等不同文化背景国家交往，积累了丰富的国际谈判经验，取得重大成就，曾荣获全军科技进步一等奖，荣立二等功、三等功多次，当选总装机关优秀局长，并多次受到中央军委和总部领导同志表彰。蔺芳忠将军潜心研究国际谈判艺术20余年，曾在军委国际合作办公室，军队武官系统、对外装备技术合作系统，军队院校，军工集团、军贸公司，商务部国际商务论坛，教育部研究生教育指导委员会年会、财政部专业干部培训班、国际经贸专业教师培训班，清华大学、南京大学、人民大学、对外经贸大学、中央财经大学、外交学院、中国石油大学、中国科学院大学、中南财经政法大学、湖南大学、上海海洋大学、上海东华大学、东北财经大学、海南大学、苏州大学、杭州师范大学等高校及民营企业交流，分享实战经验和研究成果，受到广泛好评。

From December 1976 to May 1979, he served in the Nanjing Military Region; From June 1979 to May 1986, he worked in the Introduction Office of the Fourth Department of the General Staff; From June 1986 to April 1998, he served as a staff officer and deputy division chief of the Introduction Division of the Military Aid and Trade Bureau of the Equipment Department of the General Staff; From April 1998 to May 2009, he served as Deputy Director and Director of the Introduction Bureau of the General Assembly Planning Department, and Director of the Bureau of Military Aid and Trade. From May 2009 to May 2012, he served as the deputy military liaison officer of the liaison officer office of the General Assembly in a certain country. In July 2010, he was awarded the rank of Major General; In September 2014, he retired. He has been engaged in foreign military equipment technical cooperation work in the organs of the General Staff Headquarters and the General Armament Department of the People's Liberation Army for 35 years, responsible for organizing and undertaking the introduction of weapons and equipment and technology of the whole army, the export of military products and military aid, and has long-term exchanges with countries with different cultural backgrounds such as Europe, the United States, Israel, Russia, the Middle East and its neighboring countries, accumulated rich experience in international negotiations, and made major achievements. He has devoted himself to the study of the art of international negotiation for more than 20 years, and has worked in the International Cooperation Office of the Military Commission, the Military Attache System, the Foreign Equipment Technical Cooperation System, the Military Academy, the Military Industrial Group, the Military Trade Company, the International Business Forum of the Ministry of Commerce, the Annual Meeting of the Steering Committee for Graduate Education of the Ministry of Education, the Training Course for Professional Cadres of the Ministry of Finance, the Training Course for Teachers of International Economics and Trade, Tsinghua University, Nanjing University, Renmin University, University of International Business and Economics, Central University of Finance and Economics, Foreign Affairs University, China University of Petroleum, University of Chinese Academy of Sciences, and Zhongnan University of Economics and Law, Hunan University, Shanghai Ocean University, Shanghai Donghua University, Dongbei University of Finance and Economics, Hainan University, Suzhou University, Hangzhou Normal University and other universities and private enterprises exchanged and shared practical experience and research results, which were widely praised.
