吕新华， 男，1951年1月生，浙江诸暨人，南南合作促进会名誉会长，曾任中华人民共和国外交部副部长，全国政协新闻发言人。1974年杭州大学（后并入浙江大学）外语系毕业后进入外中华人民共和国外交部工作；1974年至1981年，任中华人民共和国外交部办公厅科员；1981年至1986年，常驻联合国代表团随员、三秘、二秘；1986年至1988年，任外交部干部司二秘；1988年至1998年，外交部办公厅及国务院办公厅秘书；1998年至2001年，任驻芬兰共和国特命全权大使；2001年至2002年，任外交部大使；2002年至2003年，任外交部部长助理；2003年至2006年，任外交部副部长；2006年至2012年，任外交部驻香港特别行政区特派员；2013年至2015年，任全国政协十二届一次会议新闻发言人、全国政协十二届二次会议副秘书长、全国政协十二届二次、三次会议新闻发言人；2015年至2020年，任南南合作促进会会长；2020年至今，任南南合作促进会名誉会长。曾经因妙答政治敏感问题而“走红”，从外交信使到“网红”发言人：2014年3月2日，吕新华在回答香港记者有关周永康被调查的传闻时，用“你懂的”来回答这个大家都十分关心的问题。此后“你懂的”成为一些媒体对周永康的“代称”，在官方消息落地前，这三个字成了大家心照不宣的“暗号”。

Once "popular" for answering politically sensitive questions, from diplomatic courier to "Internet celebrity" spokesperson: On March 2, 2014, when answering rumors about Zhou Yongkang's investigation by Hong Kong reporters, Lu Xinhua used "you know" to answer this question that everyone is very concerned about. Since then, "you know" has become the "pronoun" of Zhou Yongkang in some media, and before the official news landed, these three words became everyone's tacit "code".
