个人履历：
张立伟，男，1978年1月出生，汉族，山东日照人，中央党校政治与法律教研部教授，中央党校（国家行政学院）政治和法律教研部法学理论教研室主任。2006年6月参加工作，2002年4月加入中国共产党，法学博士，2022年曾挂职担任宁波市鄞州区委常委、副区长。多次出访美国、英国、德国、意大利等国，进行访学交流。研究方向为法理学、法哲学和中国法治建设基础理论研究等。参与10余项国家及省部级课题；主要著作有《权利的功利化及其限制》《和谐社会下执法人员的人权教育》等，在《政法论坛》《现代法学》《国家行政学院学报》《人权研究》等国家核心期刊发表文章80余篇。
Zhang Liwei, male, born in January 1978, Han nationality, from Rizhao, Shandong, is a professor of the Department of Politics and Law of the Party School of the Central Committee of the Communist Party of China, and the director of the Department of Legal Theory of the Department of Politics and Law of the Central Party School (National Academy of Administration). He started his career in June 2006, joined the Communist Party of China in April 2002, and was appointed as a member of the Standing Committee and deputy head of the Yinzhou District Committee of Ningbo City in 2022. He has visited United States, United Kingdom, Germany, Italy and other countries for visiting and exchange of students. His research interests include jurisprudence, legal philosophy, and basic theories of China's rule of law. Participated in more than 10 national, provincial and ministerial projects; His main works include "The Utilitarianization of Rights and Its Limitations", "Human Rights Education for Law Enforcement Personnel in a Harmonious Society", etc., and he has published more than 80 articles in national core journals such as "Political and Legal Forum", "Modern Law", "Journal of the National Academy of Administration" and "Human Rights Research".
