罗援：少将军衔，军事科学院世界军事研究部原副部长、博士生导师，知名军事专家，中央电视台军事评论员，1950年出生，四川省广元市苍溪县人。现任中国军事科学学会常务理事兼副秘书长，中国战略文化促进会常务副会长兼秘书长，军事科学院国家高端智库学术委员会委员，清华大学国际问题研究院特邀研究员，《中国退役军人》杂志顾问。毕业于中国人民解放军国际关系学院、中国人民解放军石家庄高级陆军指挥学院、中国人民解放军国防大学。1968年入伍，曾任指导员、军作训处参谋，参加过抗美援越作战。1978年调入军事科学院工作，于石家庄高级陆军学院、解放军国际关系学院、国防大学深造；1999年至2000年应邀到美国乔治华盛顿大学任高级访问学者，后任驻丹麦军事副武官、军事科学院战略部第二研究室主任、军事科学院世界军事研究部副部长、研究员、博士生导师；2006年晋升少将军衔；2008年，从军事科学院世界军事研究部副部长的领导岗位上退了下来，同时当选了第十一届全国政协委员。长期从事政策理论研究工作。在《环球时报》《解放军报》《人民日报》《光明日报》等报刊上发表文章超过150篇，出版《战略评估》《谈兵论战》《鹰胆鸽魂》等多部专著。
Luo Yuan, with the rank of major general, former deputy director and doctoral supervisor of the World Military Research Department of the Academy of Military Sciences, a well-known military expert, and a military commentator of CCTV, was born in 1950 in Cangxi County, Guangyuan City, Sichuan Province. He is currently the executive director and deputy secretary-general of the Chinese Society of Military Sciences, the executive vice president and secretary-general of the China Association for the Promotion of Strategic Culture, a member of the Academic Committee of the National High-end Think Tank of the Academy of Military Sciences, a special researcher of the Institute of International Studies of Tsinghua University, and a consultant of the magazine "Chinese Veterans". He graduated from the Institute of International Relations of the Chinese People's Liberation Army, the Shijiazhuang Senior Army Command College of the Chinese People's Liberation Army, and the National Defense University of the Chinese People's Liberation Army. He joined the army in 1968 and served as an instructor and staff officer of the Military Training Office, and participated in the War to Resist US Aggression and Aid Vietnam. In 1978, he was transferred to the Academy of Military Sciences and studied at the Shijiazhuang Advanced Army Academy, the PLA International Relations College, and the National Defense University. From 1999 to 2000, he was invited to George Washington University in United States as a senior visiting scholar, and later served as the deputy military attache in Denmark, the director of the Second Research Office of the Strategic Department of the Academy of Military Sciences, the deputy director of the World Military Research Department of the Academy of Military Sciences, a researcher and a doctoral supervisor. In 2006, he was promoted to the rank of major general; In 2008, he retired from the leadership post of deputy director of the World Military Research Department of the Academy of Military Sciences, and was elected as a member of the 11th National Committee of the Chinese People's Political Consultative Conference. He has been engaged in policy theory research for a long time. He has published many monographs such as "Strategic Assessment", "Discussion of Troops and Polemics", and "Eagle Guts and Pigeon Souls".
