个人履历：
李敏：女，中国浦东干部学院城市治理与危机管理研究中心主任、教学实验与案例开发中心教授。华东师范大学和美国哥伦比亚大学联合培养博士，牛津大学访问学者，哈佛大学肯尼迪政府学院访问学者。人力资源与社会保障部干部教育培训师资库入库专家。入选国家卫健委健康科普专家库第一批名单。中组部全国干部教育教学评优中“中浦院精品课程——危机管理情景模拟”课程负责人。最高人民检察院检察日报社特聘传媒智库专家、公共安全科学技术学会理事、上海市反恐研究中心理事会理事。入选中浦院首批“教学名师工程”。主要从事“国土安全与危机治理”、“危机传播与管理”、“城市灾害与智慧韧性安全城市建设”研究和教学工作。主持国家社科基金项目，沪苏浙皖三省一市哲社办长三角一体化专项重点课题，上海市哲社中青年专项课题、中组部等国家级和省部级科研项目。
Li Min: Female, Director of the Center for Urban Governance and Crisis Management, Professor of the Center for Teaching Experiment and Case Development, Executive Leadership College in Pudong, China. He is a visiting scholar at the University of Oxford, and a visiting scholar at the Kennedy School of Government at Harvard University. Expert of the Ministry of Human Resources and Social Security in the cadre education and training teacher database. Selected into the first batch of the National Health Commission's health science popularization expert database. He is the person in charge of the course of "Excellent Course of Zhongpu Institute - Crisis Management Scenario Simulation" in the National Cadre Education and Teaching uation of the Organization Department of the CPC Central Committee. He is a special media think tank expert of the Procuratorate Daily of the Supreme People's Procuratorate, a director of the Public Security Science and Technology Society, and a director of the board of directors of the Shanghai Counter-Terrorism Research Center. Selected as one of the first batch of "Famous Teachers Project" of Zhongpu Institute. He is mainly engaged in the research and teaching of "Homeland Security and Crisis Governance", "Crisis Communication and Management", and "Urban Disaster and Smart Resilience and Safe City Construction". He has presided over the National Social Science Fund project, the special key project of the Yangtze River Delta Integration of the Philosophy and Society Office of Shanghai, Jiangsu, Zhejiang and Anhui Provinces, the special project of young and middle-aged people of Shanghai Philosophy and Society, and the National and Provincial Scientific Research Projects of the Organization Department of the CPC Central Committee.
