个人履历：
张华民：法学博士，南京市委党校副校长，教授，南京新时代中国特色社会主义发展研究院教授，南京市市委宣讲团成员，南京市“五个一批”人才培养对象，兼任南京市人大常委会立法咨询委员会委员、南京市监察委员会首届特约监察员、南京市中级人民法院特聘咨询专家及多所培训院校兼职教授。主要研究领域为法治现代化、宪法学与行政法学。先后于四川大学法学院获法学学士、硕士学位，于南京大学法学院获博士学位。主讲的理论专题课“深入推进法治中国建设”荣获“江苏省党校系统精品课”“全国党校系统精品课”。主持完成国家社会基金课题一般项目“行政问责法治化研究”以及全国党校系统重点调研课题、全国行政学院系统合作基金课题、南京市社科基金课题一般项目等各类科研课题十余项，在《现代法学》《行政法学研究》《南京社会科学》《湖北社会科学》《重庆社会科学》《天府新论》等学术期刊发表论文数十篇。曾连续三年担任南京市政府重点部门和行业”向人民汇报“政风行风评议电视直播活动现场点评专家。
Zhang Huamin: Doctor of Law, Vice President of the Party School of the Nanjing Municipal Party Committee, Professor, Professor of the Nanjing Institute of Socialist Development with Chinese Characteristics in the New Era, Member of the Propaganda Group of the Nanjing Municipal Party Committee, Nanjing "Five Batches" Talent Training Object, Member of the Legislative Advisory Committee of the Standing Committee of the Nanjing Municipal People's Congress, First Special Supervisor of the Nanjing Municipal Supervision Commission, Distinguished Consulting Expert of the Nanjing Intermediate People's Court and Adjunct Professor of many training institutions. His main research areas are the modernization of the rule of law, constitutional law and administrative law. He received his bachelor's and master's degrees in law from Sichuan University Law School and his Ph.D. degree from Nanjing University Law School. The theoretical special course "Deeply Promoting the Construction of the Rule of Law in China" won the "Excellent Course of Jiangsu Provincial Party School System" and "Excellent Course of National Party School System". He has presided over and completed more than 10 scientific research projects such as the general project of the National Social Fund "Research on the Rule of Law of Administrative Accountability", the key research project of the national party school system, the project of the National School of Administration System Cooperation Fund, and the general project of the Nanjing Social Science Fund, and published dozens of papers in academic journals such as "Modern Law", "Administrative Law Research", "Nanjing Social Science", "Hubei Social Science", "Chongqing Social Science", "Tianfu New Theory" and other academic journals. For three consecutive years, he has served as an expert in the uation of key departments and industries of the Nanjing Municipal Government.
