个人履历：
秦利，男，国防大学专业技术四级教授，国防大学中共党史党建教研室原主任，大校军衔，法学博士，国防大学军队党史党建研究中心、军队反腐倡廉建设理论研究中心办公室主任，全国党建研究会特约研究员，国防大学学术委员会委员，中共党史党建学科学术带头人，民生智库学术委员会委员、特邀研究员。主要从事党史党建和军队党的建设教学研究。承担完成中央部委、军委总政和国防大学赋予的30多个研究课题，多次参与军委总政和国防大学重要文件起草工作，多次组织举办关于军队党的建设重大理论和现实问题的全军性座谈研讨会。出版著作10多部，在军内外报刊发表学术论文及理论文章100多篇。获全军爱军精武标兵，全军优秀专业技术人才一类岗位津贴，全军优秀政治理论成果、全军党史军史研究优秀成果一等奖，国防大学刘伯承奖等。
Qin Li, male, is a fourth-level professional and technical professor of the National Defense University, former director of the Teaching and Research Department of the Communist Party of China History and Party Building of the National Defense University, with the rank of colonel, a doctor of law, the director of the Office of the Military Party History and Party Building Research Center of the National Defense University and the Military Anti-corruption and Clean Government Construction Theory Research Center, a special researcher of the National Party Building Research Association, a member of the Academic Committee of the National Defense University, an academic leader of the discipline of Party History and Party Building of the Communist Party of China, a member of the Academic Committee of the Minsheng Think Tank, and a specially invited researcher. He is mainly engaged in the teaching and research of party history and party building in the army. He has undertaken and completed more than 30 research projects assigned by the Central Ministries and Commissions, the General Political Department of the Central Military Commission, and the National Defense University, participated in the drafting of important documents of the General Political Department of the Central Military Commission and the National Defense University on many occasions, and organized and held many military-wide symposiums and seminars on major theoretical and practical issues concerning party building in the military. He has published more than 10 books and more than 100 academic papers and theoretical articles in newspapers and periodicals inside and outside the military. He has won the first-class post allowance for outstanding professional and technical personnel of the whole army, the first prize of the outstanding political theory achievements of the whole army, the first prize of the outstanding achievements in the research of party history and military history of the whole army, and the Liu Bocheng Award of the National Defense University.
