刘锐

中央党校政治和法律教研部二级教授、博士生导师，民商法学博士，著有《领导干部法治思维十讲》。

个人履历：

刘锐，中中央党校（国家行政学院）政治和法律教研部二级教授、博士生导师，民商法学博士。兼任：中国土地学会理事（土地法学分会副主任委员），中国保险法学研究会常务理事，中国应急管理学会常务理事、法律工作委员会副主任委员、秘书长。曾于2011-2012年在美国乔治城大学法律中心（Georgetown University Law Center）做访问学者，2013-2014年挂职海南省五指山市副市长。出版《领导干部法治思维十讲》（第四版）、《中国机动车强制保险制度研究》等10部著作，发表学术论文80余篇，主持国家社科基金重大项目、国家自然科学基金项目及国务院国资委、自然资源部等委托课题20余项。主讲课程《领导干部的法治思维》2017年入选中组部“全国干部教育培训好课程推荐目录”，主讲课程《加强法治思维》入选中组部“全国好课程”推荐目录（2020年），著作《领导干部法治思维十讲》（第三版）被中组部评为“全国干部培训好教材”，并被列入中央和国家机关“强素质、作表率”读书活动2017年下半年推荐书目。
Liu Rui is a second-level professor and doctoral supervisor of the Department of Politics and Law of the Party School of the Central Committee of the Communist Party of China (National Academy of Administration), and a doctor of civil and commercial law. He also serves as a director of the China Land Society (vice chairman of the Land Law Branch), an executive director of the China Insurance Law Research Association, an executive director of the China Emergency Management Society, and a vice chairman and secretary general of the Legal Affairs Committee. He was a visiting scholar at Georgetown University Law Center in United States from 2011 to 2012 and vice mayor of Wuzhishan City, Hainan Province from 2013 to 2014. He has published 10 books, including "Ten Lectures on the Rule of Law Thinking of Leading Cadres" (Fourth Edition) and "Research on China's Motor Vehicle Compulsory Insurance System", published more than 80 academic papers, and presided over more than 20 major projects of the National Social Science Foundation, the National Natural Science Foundation of China, and more than 20 projects commissioned by the State-owned Assets Supervision and Administration Commission of the State Council and the Ministry of Natural Resources. In 2017, the main course "Rule of Law Thinking of Leading Cadres" was selected into the "National Recommended Catalogue of Good Courses for Cadre Education and Training" by the Organization Department of the CPC Central Committee, the main course "Strengthening Rule of Law Thinking" was selected into the "National Good Courses" recommended catalogue (2020) by the Organization Department of the CPC Central Committee, and the book "Ten Lectures on the Rule of Law Thinking of Leading Cadres" (Third Edition) was rated as "National Good Teaching Materials for Cadre Training" by the Organization Department of the CPC Central Committee, and was included in the recommended books of the "Strong Quality and Exemplar" reading activity of the central and state organs in the second half of 2017.
