个人履历：
张磊，中央党校（国家行政学院）应急管理教研部（中欧应急管理学院）副教授、硕士生导师，应急管理案例研究中心副主任，博士，毕业于中国人民大学。主要研究公共舆情管理、应急管理制度、应急管理案例研究等。出版专著《网络舆情管理关键要素研究》、《德国应急管理体系研究》。在《世界经济与政治》等境内外专业刊物上发表学术文章逾60篇。主持省部级课题6项，参与国家级研究和咨询课题多项。2014年以来，连续通过《社会体制蓝皮书》发表中国公共舆情发展年度报告。
Zhang Lei, associate professor and master's supervisor of the Department of Emergency Management Teaching and Research (CEIBS Emergency Management Institute) of the Party School of the Central Committee of the Communist Party of China (National Academy of Administration), deputy director of the Emergency Management Case Research Center, Ph.D., graduated from Chinese Renmin University. His research interests include public opinion management, emergency management systems, and emergency management case studies. He has published monographs "Research on Key Elements of Network Public Opinion Management" and "Research on Emergency Management System in Germany". He has published more than 60 academic articles in professional journals such as World Economics and Politics. He has presided over 6 provincial and ministerial projects, and participated in a number of national research and consulting projects. Since 2014, China has continuously published annual reports on the development of public opinion in China through the Blue Book of Social System.

张磊博士长期从事新媒体发展与沟通、舆情管理、应急管理等领域的研究与教学。
主要成果：
主笔起草多份重大决策咨询报告并报送党中央、国务院领导同志，部分报告得到党中央、国务院有关领导的重要批示。出版专著《政务舆情回应实务》、《网络舆情管理关键要素研究》、《德国应急管理体系研究》等3部。作为研究工作组副组长编写“应急管理系列丛书·案例研究”《应急管理典型案例报告》、《公共场所人群聚集安全管理》等丛书十余部。参与编写《应急管理体系和能力建设干部读本》、《政府应急管理》、《危机沟通》、《应急管理领导干部读本》等多部教材。持国家社科基金课题《基于“风险-减缓”的县（区）域网络舆情综合治理》等国家级课题2项，省部级课题6项；参与十多项国家级重大研究和咨询课题，涉及“舆论引导”、“应急管理”、“涉核沟通”、“社会预期管理”等领域。在境内外专业刊物发表学术文章逾70篇。2014年以来，连续发表中国公共舆情发展年度报告。曾获国家行政学院优秀教学奖、优秀科研奖，系中组部“干部大讲坛”师资。
