个人履历：
车进军：工商管理硕士，高级工程师，中共党员，中国民用航空局空中交通管理局原局长、党委副书记，中国航空运输协会副理事长。1984年毕业于中国民航学院航行管制专业，同年参加工作。历任民航黑龙江省局调度员、调度室主任、机场处处长、局长助理、副局长，民航东北管理局副局长、民航华东管理局党委书记、副局长等职，2014年9月至2023年2月担任中国民用航空局空中交通管理局局长、党委副书记。车进军在空中交通管理领域工作多年，在空管运行和管理方面拥有丰富的经验，对空管战略发展、运营管理、空域规划和基础设施建设管理等重大课题有着独到的见解；车进军在任民航空管局局长期间全力推进空管领域的第三次改革，提出了一系列改革方案和推进改革的措施。多次在清华大学、北京航空航天大学、北京理工大学、北京交通大学、南京航空航天大学、外交部党校、民航局党校等进行讲座。
Che Jinjun: Master of Business Administration, Senior Engineer, Member of the Communist Party of China, Former Director of the Air Traffic Management Bureau of the Civil Aviation Administration of China, Deputy Secretary of the Party Committee, Vice Chairman of the China Air Transport Association. He graduated from the Civil Aviation Academy of China in 1984 with a major in navigation control and joined the work in the same year. From September 2014 to February 2023, he served as the director of the Air Traffic Management Bureau and deputy secretary of the Air Traffic Management Bureau of the Civil Aviation Administration of China. Che Jinjun has worked in the field of air traffic management for many years, has rich experience in air traffic control operation and management, and has unique insights into major topics such as air traffic control strategic development, operation management, airspace planning and infrastructure construction management. During his tenure as director of the Civil Aviation Administration, Che Jinjun made every effort to promote the third reform in the field of air traffic control, and put forward a series of reform plans and measures to promote reform. He has given lectures at Tsinghua University, Beihang University, Beijing Institute of Technology, Beijing Jiaotong University, Nanjing University of Aeronautics and Astronautics, the Party School of the Ministry of Foreign Affairs, and the Party School of the Civil Aviation Administration.
