个人履历：
吕文斌：国家发展改革委能源研究所（中国宏观经济研究院能源研究所）所长、研究员，新加坡南洋理工大学连氏高级访问学者。曾任国家发展改革委环资司副司长，投资司副司长、一级巡视员。长期从事国家重大基础设施投资、生态文明建设、新型能源体系建设、绿色低碳发展等领域管理和研究工作。曾主持或参加完成多项课题研究；在《中国发展观察》《经济日报》《人民日报内参》等核心刊物上发表多篇论文，多次接受新华社等央视媒体采访。
Lv Wenbin: Director and Research Fellow at the Energy Research Institute of the National Development and Reform Commission (Energy Research Institute of the China Macroeconomic Research Institute). He formerly served as Deputy Director of the Environmental Resources Department and Deputy Director and First-level Inspector of the Investment Department of the National Development and Reform Commission. He has long been engaged in management and research work in areas such as major national infrastructure investment, ecological civilisation construction, new energy system development, and green low-carbon development. He has led or participated in the completion of numerous research projects and has published multiple papers in core journals such as China Development Observation, Economic Daily, and People's Daily Reference, and has been interviewed multiple times by Xinhua News Agency and other CCTV media outlets.
