个人履历：
牛献忠：男，1968年4月出生，河北沙河人，哲学博士，中央党校（国家行政学院）办公厅一级巡视员，研究员，全国党建研究会特聘研究员，兼任全国法学会会员、公共经济研究会理事。1993年7月加入中国共产党，研究生学历。曾任中共中央党校（国家行政学院）办公厅副主任，曾在高村中学、中共沙河市委、中共中央中央党校、全国国有企业领导班子考核建设办公室、全国干部教育协调小组办公室、全国实施公务员法领导小组、人事部政策法规司、规划财务司，北京师范大学管理学院、人力资源和社会保障部研究司等单位学习和工作。参与了公务员法、国资企业独立董事制度和监督约束机制的研究制定、全国干部教育“十五”规划、“十一五”人才规划编制等工作，牵头组织“人才统计指标体系”等国家课题的研究。在《人力资源》《中国人事报》等期刊上发表论文多篇。出版《新型工业化与人力资源》《国际化与人力资源开发》《人的建设论》《邓小平人才思想及对马克思人学思想的继承发展》等多部著作。
Niu Xianzhong: Male, born in April 1968, from Shahe, Hebei Province. He holds a PhD in Philosophy and serves as a first-level inspector at the General Office of the Central Party School (National Academy of Governance), as well as a researcher. He is a specially appointed researcher at the National Party Building Research Association and concurrently serves as a member of the National Law Society and a council member of the Public Economics Research Association. He joined the Communist Party of China in July 1993 and has a postgraduate degree. He has previously served as the Deputy Director of the General Office of the Central Party School (National Academy of Governance) and has studied and worked at Gaocun Middle School, the Shahe Municipal Committee of the CPC, the Central Party School of the CPC, the Office of the National State-Owned Enterprise Leadership Team Assessment and Construction, the National Cadre Education Coordination Office, the National Leading Group for the Implementation of the Civil Servant Law, the Policy and Regulations Department and the Planning and Finance Department of the Ministry of Personnel, the School of Management at Beijing Normal University, and the Research Department of the Ministry of Human Resources and Social Security, among others. He has participated in the research and formulation of the Civil Servant Law, the independent director system and supervisory restraint mechanisms for state-owned enterprises, and worked on the national cadre education '15th Five-Year Plan' and the '11th Five-Year Plan' for talent development. He has led and organized research on national projects such as the 'Talent Statistical Indicator System.' He has published numerous papers in journals such as Human Resources and China Personnel Newspaper. His published books include 'New Industrialization and Human Resources,' 'Internationalization and Human Resource Development,' 'On the Development of Humans,' and 'Deng Xiaoping's Talent Thought and its Inheritance and Development of Marxist Anthropology.'
