个人履历：
沈学民：男，1958年12月出生，加拿大人，通信网络专家，中国工程院外籍院士、加拿大工程研究院院士、加拿大工程院院士、加拿大皇家科学院院士，国际电气和电子工程师学会会士、中国通信学会外籍会士，加拿大滑铁卢大学电气与计算机工程系杰出教授。1978年至1982年，大连海事大学电气工程学士学位；1985年至1987年，美国罗格斯大学电气工程硕士学位；1987年至1990年，美国罗格斯大学电气工程博士学位；1990年，当选加拿大滑铁卢大学电子与计算机工程学院教授；2011年，当选加拿大工程研究院院士；2012年，当选加拿大工程院院士；2015年，当选加拿大皇家科学院院士；2019年，当选中国工程院外籍院士；2024年12月，当选中国通信学会外籍会士。沈学民教授长期从事包括移动自组织网络与传感器网络、无线通信网络的移动性及资源管理、宽带无线接入、网络建模与性能分析等领域的研究。 创新提出了车联网媒介接入理论与技术，突破了车联网安全与隐私保护关键技术，引领和推动了车联网技术发展与产业应用。发表国际学术期刊论文500多篇（其中大部分在IEEE Transactions 系列期刊上发表）、国际会议论文528篇（其中绝大部分为IEEE高水平国际会议论文）、出版学术专著60多部。荣获44项国际权威期刊及顶级会议的最佳论文奖,是 Web of Science 高被引科学家，无线通信网络领域谷歌学术引用次数最高的作者之一。分别被IEEE车载技术学会、IEEE加拿大、和IEEE无线通信技术委员会授予James Evans Avant Garde Award（先锋技术奖）、R.A. Fessenden Award 创新网络协议奖和终身成就奖，并荣获多项国际学术奖励。
Xue-Min Shen: Male, born in December 1958, Canadian, communication network expert, foreign member of the Chinese Academy of Engineering, fellow of the Canadian Academy of Engineering, fellow of the Canadian Academy of Engineering, fellow of the Royal Society of Canada, fellow of the IEEE, foreign fellow of the China Communications Society, and distinguished professor in the Department of Electrical and Computer Engineering at the University of Waterloo, Canada. From 1978 to 1982, he earned a bachelor's degree in electrical engineering from Dalian Maritime University; from 1985 to 1987, he earned a master's degree in electrical engineering from Rutgers University, USA; from 1987 to 1990, he earned a Ph.D. in electrical engineering from Rutgers University, USA. In 1990, he was appointed professor at the School of Electronics and Computer Engineering at the University of Waterloo, Canada; in 2011, he was elected fellow of the Canadian Academy of Engineering; in 2012, he was elected fellow of the Canadian Academy of Engineering; in 2015, he was elected fellow of the Royal Society of Canada; in 2019, he was elected foreign member of the Chinese Academy of Engineering; in December 2024, he was elected foreign fellow of the China Communications Society. He has long been engaged in research in fields including mobile ad hoc networks and sensor networks, mobility and resource management in wireless communication networks, broadband wireless access, network modeling, and performance analysis. He innovatively proposed theories and technologies for vehicular network media access, broke through key technologies for vehicular network security and privacy protection, and has led and promoted the development and industrial application of vehicular network technology. He has published over 500 papers in international academic journals (most of them in the IEEE Transactions series), 528 international conference papers (the vast majority at high-level IEEE conferences), and over 60 academic books. He has won 44 best paper awards from leading international journals and top conferences, is a highly cited scientist on Web of Science, and is one of the most cited authors in wireless communication networks on Google Scholar. He has been awarded the James Evans Avant Garde Award, the R.A. Fessenden Award for innovative network protocols, and a lifetime achievement award by the IEEE Vehicular Technology Society, IEEE Canada, and the IEEE Wireless Communication Technical Committee, and has received numerous other international academic awards.
