个人履历：
陈全生：男，1950年7月生，河北抚宁人，著名经济学家，国务院研究室工业交通贸易研究司原司长，国务院参事室特约研究员，2008年3月被聘为国务院参事，2013年续聘国务院参事。担任中国企业联合会常务理事、中国企业投资协会常务理事、中国民营经济研究会副会长。陈全生长期从事“企业管理”、“企业改革”、“宏观经济”等方面的深入研究，研究课题涉及中国矿产资源开发、社会信用管理体系建设、发展非公有制经济、振兴东北老工业基地、中国人力资源开发等。是我国非公经济政策权威研究专家、著名企业战略管理专家，担任过国内第一个促进非公经济发展的系统性政策文件——国务院《关于鼓励支持和引导个体私营等非公有制经济发展的若干意见》(简称“非公36条”)起草小组组长。曾在国家经委、国家计委、国家体改委、国务院生产委、国家经贸委等部门工作多年，长期从事经济分析、政策研究工作，起草了国务院《关于鼓励支持和引导个体私营等非公有制经济发展的若干意见》。还参加过国有中小企业改革及医改等政策研讨及制定。曾提出“百姓只要有房住，不必有住房！”鼓励完善住房租赁制度。在房地产政策方面提出“允许买房，限制卖房，奖励租房，闲置罚款”等应对策略。担任五矿发展股份有限公司独立董事。
Chen Quansheng: male, born in July 1950, a native of Funing, Hebei Province, a well-known economist, former director of the Department of Industry, Transportation and Trade Research of the Research Office of the State Council, a special researcher of the Counsellors' Office of the State Council, was hired as a counsellor of the State Council in March 2008 and re-appointed as a counsellor of the State Council in 2013. He is the executive director of the China Enterprise Confederation, the executive director of the China Enterprise Investment Association, and the vice president of the China Private Economy Research Association. Chen Quansheng has long been engaged in in-depth research on "enterprise management", "enterprise reform" and "macroeconomy", and his research topics involve the development of China's mineral resources, the construction of the social credit management system, the development of the non-public economy, the revitalization of the old industrial base in Northeast China, and the development of Chinese human resources. He is an authoritative research expert on China's non-public economic policy, a well-known expert in enterprise strategic management, and has served as the head of the drafting group of the first systematic policy document to promote the development of non-public economy in China - Several Opinions of the State Council on Encouraging, Supporting and Guiding the Development of Non-public Economies such as Individual and Private Enterprises (referred to as "Non-public 36 Articles"). He has worked for many years in the State Economic Commission, the State Development Planning Commission, the State Commission for the Reform of the State System, the Production Commission of the State Council, the State Economic and Trade Commission, and other departments, engaged in economic analysis and policy research for a long time, and drafted the State Council's "Several Opinions on Encouraging, Supporting, and Guiding the Development of the Non-Public Sector of the Economy, including Individual and Private Enterprises." He has also participated in the policy discussion and formulation of state-owned small and medium-sized enterprises reform and medical reform. He once proposed that "as long as the people have a house to live in, they don't have to have a house!" "Encourage the improvement of the housing rental system. In terms of real estate policy, it proposes coping strategies such as "allowing to buy houses, restricting the sale of houses, rewarding rents, and imposing fines for idleness". He serves as an independent director of Minmetals Development Company Limited.
