个人履历：
殷时军：1962年11月生，汉族，山东安丘人，中共党员，研究员级高级工程师，中国航空学会理事会副理事长，中国民航局原总工程师。殷时军于1984年南京航空学院毕业后，进入中国主要航空工业主机厂之一的哈尔滨航空工业集团开始了职业生涯，历时22年，其工作经历主要涵盖航空机载电子设备及仪表、计量检测、质量控制、职业工程培训和通用航空管理，曾担任集团副总工程师、中国飞龙通用航空公司总经理等职务；2006年加入中国民用航空局以来，先后担任航空器适航审定司副司长、司长、民航局航空安全监察专员、民航局总工程师等职务，主要从事航空器适航管理、新技术在民航领域应用、民用无人机管理和北斗在民航应用等工作。曾任ARJ21-700飞机型号合格审定委员会主任，主持制定、修订多部规章、程序，主持编制《适航攻关专项方案》，较好地指导了审定工作。主编的《民用航空器选型指南》为正确选择航空器提供了有益指导，发表了《提升我国适航审定能力刻不容缓》等论文和文章。总结提炼出“坚持标准、严格审查、条款衡量、数据说话”的审定工作原则，有效保证了包括ARJ21-700飞机在内的民用飞机适航性。
Yin Shijun: born in November 1962, Han nationality, native of Anqiu, Shandong, member of the Communist Party of China, researcher-level senior engineer, former chief engineer of the Civil Aviation Administration of China, and vice chairman of the Council of the Chinese Society of Aeronautics and Astronautics.After graduating from Nanjing Institute of Aeronautics and Astronautics in 1984, he began his career in Harbin Aviation Industry Group, one of China's major aviation industry OEMs, which lasted for 22 years, and his work experience mainly covers aviation airborne electronic equipment and instruments, measurement and testing, quality control, vocational engineering training and general aviation management. Since joining the Civil Aviation Administration of China in 2006, he has successively served as the deputy director and director of the Department of Aircraft Airworthiness Certification, the aviation safety inspector of the Civil Aviation Administration, and the chief engineer of the Civil Aviation Administration, mainly engaged in aircraft airworthiness management, the application of new technologies in the field of civil aviation, the management of civil unmanned aerial vehicles and the application of Beidou in civil aviation. He used to be the director of the ARJ21-700 aircraft type qualification certification committee, presided over the formulation and revision of many regulations and procedures, presided over the preparation of the "special plan for airworthiness research", and better guided the certification work. The editor-in-chief of the "Civil Aircraft Selection Guide" provides useful guidance for the correct selection of aircraft, and publishes papers and articles such as "It is urgent to improve China's airworthiness certification capability". The validation principle of "adhering to standards, strict review, clause measurement, and data speaking" is summarized and refined, which effectively ensures the airworthiness of civil aircraft, including ARJ21-700 aircraft.
