个人履历：
陈智敏，1955年10月生，浙江诸暨人，公安部原副部长，第十三届全国政协社会和法制委员会副主任，中国友谊促进会理事长。1985年12月加入中国共产党，1969年12月参加工作，中国科学院管理科学与工程专业毕业，在职研究生学历，管理学硕士。2005年03月任公安部部长助理、党委委员，一级警监警衔；2009年08月任公安部副部长、党委委员，副总警监警衔；2015年01月至2017年06月任公安部副部长、党委委员兼国家网信办副主任；2017年06月至2018年03月任国家网信办副主任；2018年03月任十三届全国政协社会和法制委员会副主任，国家网信办副主任；2018年3月任第十三届全国政协委员、第十三届全国政协社会和法制委员会副主任。
Chen Zhimin, born in October 1955 in Zhuji, Zhejiang, is a former vice minister of the Ministry of Public Security, deputy director of the Social and Legal Committee of the 13th National Committee of the Chinese People's Political Consultative Conference, and chairman of the China Association for the Promotion of Friendship. He joined the Communist Party of China in December 1985 and started working in December 1969, and graduated from the Chinese Academy of Sciences with a master's degree in management science and engineering. In March 2005, he was appointed as Assistant Minister of the Ministry of Public Security, member of the Party Committee, and the rank of first-class police supervisor; In August 2009, he was appointed as Vice Minister of Public Security, member of the Party Committee, and Deputy Chief Police Superintendent. From January 2015 to June 2017, he served as Vice Minister of the Ministry of Public Security, member of the Party Committee and Deputy Director of the Cyberspace Administration of China; From June 2017 to March 2018, he served as Deputy Director General of the Cyberspace Administration of China; In March 2018, he was appointed as Deputy Director of the Social and Legal Committee of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC) and Deputy Director of the Cyberspace Administration of China. In March 2018, he was appointed as a member of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC) and deputy director of the Social and Legal Committee of the 13th National Committee of the Chinese People's Political Consultative Conference.
