个人履历：
刘启云，中共中央党校政法部教授、中华人民共和国外交部特聘教授，外交部机关党校特聘教授。曾任联合国开发计划署基层民主专家、欧盟特聘专家，全国人大常委会国外议会研究专家。1998年获英国外交部奖学金在伦敦经济学院政府系学习比较政治学。2010年担任挪威应用社会科学研究所访问学者，研究北欧福利国家模式。2012年担任乔治城大学访问学者，考察美国总统选举和政治制度等。长期从事比较政治学、当代世界政治思潮、中国政治、中外政治制度的研究与教学。长期在中央党校为省部级和厅局级领导干部专题班教授民主政治建设、完善人大制度和权力制约与监督等课程。承担中央党校重点科研项目《完善人民代表大会制度的重大理论与实践问题研究》等多项科研课题； 著有《当代政治发展研究》《当代英国政治研究》等多部著作，在核心期刊上发表《完善人民代表大会制度的几个问题》《政党执政方式研究》《从多数民主走向共识民主》和《第三条道路及其产生的原因》等论文。多次应邀为上海市人大常委会、深圳市人大常委会、北京大学等地方政府和高校作专题辅导报告。
Liu Qiyun is a professor at the Department of Political Science and Law of the Party School of the CPC Central Committee, a distinguished professor of the Ministry of Foreign Affairs of the People's Republic of China, and a distinguished professor at the Party School of the Ministry of Foreign Affairs. He used to be an expert on grassroots democracy at the United Nations Development Programme, a distinguished expert of the European Union, and an expert on foreign parliamentary studies of the Standing Committee of the National People's Congress. In 1998, he was awarded a scholarship by the United Kingdom Foreign Office to study comparative politics at the Department of Government, London School of Economics. In 2010, he was a visiting scholar at the Norway Institute of Applied Social Sciences, where he studied the Nordic welfare state model. In 2012, he was a visiting scholar at Georgetown University, where he studied the presidential election and political system in United States. He has long been engaged in the research and teaching of comparative politics, contemporary world political thought, Chinese politics, and Chinese and foreign political systems. For a long time, he has taught courses on democratic political construction, improving the people's congress system, and power restraint and supervision at the Central Party School for special classes for leading cadres at the provincial, ministerial, departmental and bureau levels. He undertook a number of scientific research projects such as the key scientific research project of the Central Party School, "Research on Major Theoretical and Practical Issues in Improving the People's Congress System"; He is the author of many books such as "Research on Contemporary Political Development" and "Contemporary United Kingdom Political Research", and has published papers in core journals such as "Several Issues in Improving the People's Congress System", "Research on the Way Political Parties Govern", "From Majority Democracy to Consensus Democracy" and "The Third Way and Its Causes".
