中央党校教授，中央党校文史部副主任，中央党校国际传播研究中心副主任
个人履历：
秦露，女，中央党校教授，中央党校（国家行政学院）文史部副主任、国际传播研究中心副主任，国家重大课题——“中国特色网络文化发展与管理战略研究”特聘专家，2010年美国艾森豪威尔基金会（EF）访问学者。中国传媒大学（原北京广播学院）新闻学硕士学位、北京大学中文系文艺美学博士学位。主要研究方向为政治传播学、互联网、文艺理论和美学。长期给中央党校多个主体班次以及央企、地方政府等讲授网络舆情与危机处置等方面的课程，曾获中央党校2007年科研优秀奖、2010年和2012年优秀教师奖。出版了《文学形式与历史救赎：本雅明〈德国哀悼剧的起源〉研究》《互联网时代：如何执政与为官》等多部著作，代表论文：《依法治国之“法”——谈习近平治国理政思路中法律与礼法的双重维度》《网络“围观”的社会心态》《善用媒体执政》《理查二世：新亚当与第二乐园的重建》《传媒产业发展的新趋势》等。
Qin Lu is the deputy director of the Department of Culture and History of the Party School of the Central Committee of the Communist Party of China (National Academy of Administration), the deputy director of the International Communication Research Center, a distinguished expert of the national major project - "Research on the Development and Management Strategy of Internet Culture with Chinese Characteristics", and a visiting scholar at the Eisenhower Foundation (EF) in United States in 2010. He holds a master's degree in journalism from Communication University of China (formerly Beijing Broadcasting Institute) and a doctorate degree in literary aesthetics from the Department of Chinese, Peking University. His research interests include political communication, the Internet, literary theory and aesthetics. He has been teaching courses on network public opinion and crisis management for many main classes of the Central Party School, as well as central enterprises and local governments, and has won the 2007 Scientific Research Excellence Award and the 2010 and 2012 Outstanding Teacher Awards of the Central Party School. He has published many books such as "Literary Form and Historical Redemption: A Study of Benjamin's 'The Origin of the Mourning Drama in Germany" and "The Internet Age: How to Govern and Be an Official", and representative papers: "The "Law" of Governing the Country According to Law - On the Dual Dimensions of Law and Etiquette in Xi Jinping's Thought on Governing the Country", "The Social Mentality of Online "Onlookers", "Making Good Use of Media to Govern", "Richard II: The New Adam and the Reconstruction of the Second Paradise", "New Trends in the Development of the Media Industry", etc.
