个人履历：
梁芳，1965年7月出生于山东青岛，国防大学国家安全学院教授，博士研究生导师，海军大校，战略学博士，国防大学军事学学科学术带头人。全国三八红旗手标兵，全军首批外宣专家，国家国防教育师资库专家，中央维护国家海洋权益工作专家组成员，中国海洋学会军事海洋学专业委员会副秘书长，国内多家电视、广播媒体的军事特约评论员。先后毕业于海军电子工程学院、国防大学。曾任海军技术侦察局工程师、海军司令部情报部参谋、海军军事学术研究所研究员。2000年考入国防大学海军战略学专业，2003年获军事学硕士学位。2007年考入国防大学国际战略学专业，2010年获战略学博士学位。长期从事国家安全、军事战略与海洋权益等领域的教学科研工作，是国防大学唯一女博士生导师和学科学术唯一女带头人。先后承担完成了国家、军队和国防大学重大科研课题30余项，出版《海上战略通道论》《海战史与未来海战研究》学术专著多部，在全国全军核心期刊和重要报刊发表学术论文80余篇，向军委总部提交咨询报告9篇。梁芳主讲的《我国海军战略问题研究》《东海方向军事斗争战略问题研究》和《我国海军建设与发展问题研究》等课程，多次获军队和国防大学优秀科研成果奖，连续多年获国防大学优质大课奖，深受学员欢迎。应邀到国家机关、总部机关、部队和军内外院校、地方党政机关讲课300多场次，广受好评。作为国家海洋领域和全军首批常备外宣专家，她担任央视《今日关注》《海峡两岸》《防务新观察》和北京电视台《军情解码》等多家卫视及中央人民广播电台、国际广播电台等媒体的军事特约评论员。2008年荣获“全国三八红旗手”称号，荣立三等功；2015年2月3日全国三八红旗手标兵。
Liang Fang, born in Qingdao, Shandong Province in July 1965, is a professor at the National Security College of the National Defense University, a doctoral supervisor, a naval colonel, a doctor of strategy, and an academic leader in the military science discipline of the National Defense University. He is a pacesetter of the National 38 Red Banner, one of the first batch of foreign propaganda experts in the whole army, an expert in the national defense education teacher pool, a member of the Central Expert Group on Safeguarding National Maritime Rights and Interests, the deputy secretary-general of the Military Oceanography Professional Committee of the Chinese Society of Oceanography, and a special military commentator for many domestic television and radio media. He graduated from the Naval Electronic Engineering College and the National Defense University. He used to be an engineer of the Naval Technical Reconnaissance Bureau, a staff officer of the Intelligence Department of the Navy Command, and a researcher of the Naval Military Academic Research Institute. In 2000, he was admitted to the National Defense University majoring in naval strategy, and in 2003, he received a master's degree in military science. In 2007, he was admitted to the National Defense University majoring in international strategy, and in 2010, he received a doctorate degree in strategy. She has been engaged in teaching and scientific research in the fields of national security, military strategy and maritime rights and interests for a long time, and is the only female doctoral supervisor and the only female academic leader of the National Defense University. It has undertaken and completed more than 30 major scientific research projects of the state, the army, and the National Defense University, published a number of academic monographs entitled "Theory of Strategic Maritime Passages" and "Research on the History of Naval Warfare and Future Naval Warfare", published more than 80 academic papers in core journals and important newspapers and periodicals throughout the country, and submitted 9 consulting reports to the General Headquarters of the Central Military Commission. Liang Fang's courses such as "Research on Strategic Issues of China's Navy," "Research on Strategic Issues of Military Struggle in the East China Sea," and "Research on Issues Concerning the Construction and Development of China's Navy" have won many awards for outstanding scientific research achievements of the military and the National Defense University, and have been awarded the high-quality major course awards of the National Defense University for many consecutive years, and have been well received by the students. He has been invited to give more than 300 lectures at state organs, headquarters organs, military units, military academies and universities, and local party and government organs, which have been widely acclaimed. As one of the first standing external propaganda experts in the national maritime field and the whole army, she served as a special military commentator for CCTV's "Today's Attention", "Cross-Strait", "New Observation on National Defense", Beijing TV's "Military Intelligence Decoding", as well as China National Radio, International Radio and other media. In 2008, he was awarded the title of "National 38 Red Flag Bearer" and was awarded the third-class meritorious service; On February 3, 2015, he was the pacesetter of the National 38 Red Banner.
