个人履历：
李旭章，中央党校经济学部宏观室教授、博士生导师，中国人民大学财金融学院博士，财经大学财学院硕士、英国卡迪夫大学学院硕士、伦敦大学学院公策学院硕士。历任河北经贸大学财税系、财税学院财税教研室副主任、主任、系副主任、副院长等；2009至2010年在广西上林县挂职副县长。现任中央党校经济学部宏观室教授、博士生导师。一直从事地方债务、货币政策、危机应对等领域的研究。出版著作12部（专著3部），在《财研究》、《经济研究参考》、《理论动态》、《日报》、《中国经济时报》等公开发表论文200余篇，主持重点课题《地方府性债务问题研究》，多次就地方债务、货币策、危机应对以《研究报告》等内参方式上报，为党和重大决策提供参考咨询。
Li Xuzhang is a professor and doctoral supervisor of the Macroeconomics Department of the Party School of the Central Committee of the Communist Party of China, a Ph.D. from the School of Finance and Economics of Renmin University of Chinese, a master's degree from the School of Finance and Economics of the University of Finance and Economics, a master's degree from Cardiff University College United Kingdom, and a master's degree from the School of Public Policy at University College London. He has successively served as deputy director, director, deputy director and deputy dean of the Department of Finance and Taxation of Hebei University of Economics and Business, and the Department of Finance and Taxation of the School of Finance and Taxation. From 2009 to 2010, he served as deputy county magistrate in Shanglin County, Guangxi. He is currently a professor and doctoral supervisor of the Macro Office of the Economics Department of the Party School of the Central Committee. He has been engaged in research in the fields of local debt, monetary policy, and crisis response. He has published 12 books (3 monographs), published more than 200 papers in "Financial Research", "Economic Research Reference", "Theoretical Dynamics", "Daily", "China Economic Times", etc., presided over the key topic "Research on Local Government Debt Problems", and reported on local debt, monetary policy, crisis response and other internal reference methods such as "Research Report" for many times, providing reference and consultation for the Party and major decision-making.
