个人履历：
魏子柠：1968年5月出生，河北省衡水市人，中共党员，著名医改专家、医院管理专家，医改界传媒创始人，医院运营管理杂志/医院运营管理网主编，北京三医智库医院管理发展研究院院长，北京大学医院管理EMBA毕业，独立学者、风凰卫视特约佳宾，中国医改哲学思考第一人，准确预测了我国新冠肺炎疫情2020年2月的向下拐点。曾长期在国务院医改办、国家卫生部、国家卫生健康委从事医改工作，曾担任省市卫生行政部门医改办负责人。有在国家、省、市、县、乡、村六级工作经历，曾在12个县级及以上单位、32个岗位工作。从事医改工作近20年。担任多家国内外咨询公司高级咨询师、医药企业、医疗机构发展政策顾问。担任中国医药教育协会专家委员会委员、中国医体联盟专家委员会委员、中国中医药信息学会妇幼健康分会高级顾问、河北省改革战略研究会特邀高级专家、河北省数理医学学会特聘专家、广东省健康中国研究会特聘专家、广东省卫生经济研究院研究员等十几家国家级、省级智库专家。担任清华大学、人民大学、南开大学等多所大学、培训机构继续教育学院，医院管理、医药医保政策和医改方面的主讲师资。参与了国家多个医改政策文件的研究、起草、制定工作和国家《健康中国“十三五”建设规划编制建议》以及“十四五”等多项重大医改课题项目的研究工作。先后出版《将中国医改进行到底》《魏子柠:致敬十年新医改》《魏子柠说:最难的改革》《中国医魂》等10部著作和读物。2019年8-9月，在《中国医药报》开辟《壮丽70年致敬新医改》栏目发表文章12篇。魏子柠老师在民生周刊、生命时报、中国卫生、健康报等报刊，在求是网、人民网、新华网、央视网、中国网、中国报道网、搜狐网、新浪网、凤凰,网、腾讯,网、今日头条等上百家媒体发表文章2000余篇，为各级政府机关、医疗机构、大专院校培训上千场次。2009年以来，魏子柠老师牵头和参与国家多个医改政策文件和省市级医改政策文件的研究、起草、制定工作;参与完成了多个省、市、县等地方政府、医疗机构医改方案和健康中国方案的制定:参与了《健康中国“十三五”建设规划编制建议》等多项国家卫生健康发展方面重大研究课题。2016年，在求是网发表《中国医改的哲学思考》等6篇文章，被业界誉为中国医改哲学思考第一人。因在基层工作20余年、出版多部著作、发表多篇论文和在国家省、市级医改部门制定政策多年，被誉为集基层实践、理论研究、政策制定于一身的综合派医改专家。
Wei Zining, born in May 1968, a native of Hengshui City, Hebei Province, a member of the Communist Party of China, a well-known medical reform expert, a hospital management expert, the founder of the media in the medical reform industry, the editor-in-chief of the Hospital Operation Management Magazine/Hospital Operation Management Network, the president of the Hospital Management Development Research Institute of Beijing Sanyi Think Tank, graduated from the EMBA of Peking University Hospital Management, an independent scholar, a special guest of Fenghuang Satellite TV, and the first person to think about the philosophy of China's medical reform, accurately predicted the downward inflection point of China's new crown pneumonia epidemic in February 2020. He has been engaged in medical reform work in the Medical Reform Office of the State Council, the Ministry of Health and the National Health Commission for a long time, and has served as the person in charge of the medical reform office of the provincial and municipal health administrative departments. He has worked at the national, provincial, municipal, county, township and village levels, and has worked in 12 county-level and above units and 32 positions. He has been engaged in medical reform for nearly 20 years. He has served as a senior consultant for a number of domestic and foreign consulting companies, and a policy consultant for the development of pharmaceutical companies and medical institutions. He has served as a member of the Expert Committee of the China Medical Education Association, a member of the Expert Committee of the China Medical Sports Alliance, a senior consultant of the Maternal and Child Health Branch of the China Society of Traditional Chinese Medicine Information, a specially invited senior expert of the Hebei Reform Strategy Research Association, a distinguished expert of the Hebei Society of Mathematical and Physical Medicine, a distinguished expert of the Guangdong Healthy China Research Association, and a researcher of the Guangdong Institute of Health Economics. He has served as the main lecturer of Tsinghua University, Renmin University, Nankai University and other universities and training institutions, continuing education colleges, hospital management, medical insurance policies and medical reform. He has participated in the research, drafting and formulation of a number of national medical reform policy documents, as well as the research work of many major medical reform projects such as the National "13th Five-Year Plan" for Healthy China and the "14th Five-Year Plan". He has successively published 10 books and readings, including "Carrying Out China's Medical Reform to the End", "Wei Zining: A Tribute to the Ten Years of New Medical Reform", "Wei Zining Said: The Most Difficult Reform", and "The Soul of Chinese Medicine". From August to September 2019, he published 12 articles in the column "Magnificent 70 Years of Tribute to New Medical Reform" in China Medical News. He has published more than 2,000 articles in hundreds of media such as Minsheng Weekly, Life Times, China Health, Health News, Qiushi.com, People's Daily Online, Xinhuanet, CCTV.com, China.com, China Report.com, Sohu.com, Sina.com, Phoenix.com, Tencent.com, Toutiao, etc., and has conducted thousands of training sessions for government agencies, medical institutions, colleges and universities at all levels. Since 2009, he has led and participated in the research, drafting and formulation of a number of national medical reform policy documents and provincial and municipal medical reform policy documents; Participated in the formulation of medical reform plans and healthy China programs for local governments and medical institutions in many provinces, cities and counties, and participated in a number of major national health development research projects such as the "Proposal for the Preparation of the 13th Five-Year Plan for the Construction of Healthy China". In 2016, he published 6 articles including "Philosophical Reflections on China's Medical Reform" on Qiushi.com, and was praised by the industry as the first person to think about China's medical reform. Because of his more than 20 years of work at the grassroots level, he has published many books, published many papers and formulated policies in the national, provincial and municipal medical reform departments for many years, and is known as a comprehensive medical reform expert integrating grassroots practice, theoretical research and policy formulation.
